The Primary School Presumed Competence Document and Cover Letter (PSPC) exists to ensure that the student is provided access to the appropriate programming, instruction, opportunities, and goals in their educational setting. It is meant to be filled out by the caregiver or provider who spends the most time with the student in an environment where they are safe and comfortable. It is to be provided to the school.
What is the PSPC document? While presumed competence is important even in the absence of the demonstration of knowledge, providing the school with a documented list of the student’s previously demonstrated skills can be helpful. It can support the school in creating appropriate IEP goals, reduce instances of repeated goals and lessons, and help the teachers understand what skills they can build upon. In addition, as their caregiver or provider, you likely see the student in their most comfortable and safe environment, and therefore you may have a more accurate lens of the student’s understandings and previous exposures than a teacher or an assessment. This document allows you to list out the student's previously demonstrated knowledge and educational exposure.
What is the PSPC cover letter? You may choose to preface your PSPC document with a cover letter. The cover letter included educates on the concept of presumed competence and shares the intention of the PSPC document.
What is the “Skills Bank”? The skills bank provides a large detailed list of skills that your elementary student may have. It is meant to provide you with ideas or examples of skills that you may have witnessed to share with the school. They are meant to be edited and adapted to be accurate to your student. They will help you answer Question 1 and 2 on the PSPC document.
Because elementary school has a large span of ages and abilities, there are a wide variety of skills listed. It is not expected that a given student has demonstrated all, or even many, of these skills. You are encouraged to add skills to your form that are not listed.
What is the “Support Bank”? The support bank provides a list of potential supports, accommodations, and modifications that help your student be successful in their education. You may adapt and edit these ideas and examples to help you answer Question 3 and 4 on the PSPC document.
You will get on fillable PDF that you can type right into, and one original PDF that you do not type into.
